On 1 June 2015, the Directive 67 / 548 / CEE advice, 27 June 1967, on the approximation of laws, regulations and administrative to the classification, packaging and labelling of dangerous substances, was repealed and replaced by the regulation (CE) No 1272 / 2008 of the European Parliament and of the board of 16 December 2008 on classification, labelling and packaging of substances and mixtures, amending and repealing directives 67 / 548 / CEE and 1999 / 45 / CE and amending Regulation (CE) No 1907 / 2006.
Adaptation of the directive 97 / 23 / CE to Regulation No 1272 / 2008, as well as the new legislative framework, has been done through, 2014 / 68 / HAT of the European Parliament and of the board of 15 May 2014, concerning the harmonisation of the laws of the member states on the marketing of pressure equipment, and which has been transposed into our legal system through the Royal Decree 709 / 2015, 24 July, establishing the essential safety requirements for marketing the pressure equipment.
In this sense becomes necessary to adjust the current regulation of pressure equipment by Royal Decree 709 / 2018, 24 July.
Similarly, and taking into account the experience in the implementation of this regulation is necessary modification of different points of the rules of pressure equipment with the aim of improving the proper application of the same.
Finally, and as described in the previous paragraph is necessary to adopt a new additional technical instruction not contemplated above, to address the installation, commissioning, regular inspections, repairs and modifications of the pressure equipment, with maximum allowable pressure more than 0.5 bars, the LNG terminals.
In accordance with article 26.6 of law 50 / 1997 of 27 November, the government, this provision is submitted to the handling of public hearing.
