Strategic Plan for Comprehensive Support to the Automotive Sector

The Strategic Plan contemplates the promotion of:

  • the creation of highly qualified and quality jobs.
  • improving quality of life, health, safety and sustainability.
  • industrial innovation.
  • the creation of a new industrial fabric that positions us among the most advanced economies.

It is estimated that the budgetary impact of the Plan will be €515 million for the first two years (2019-2020) and €2,634 million for the entire period 2019-2025.

Taking into account the carryover effect (materialized in greater investments by manufacturers and auxiliary industry, lower costs derived from productivity improvements, improvement in transportation sustainability, reduction in fuel imports, increase in electricity consumption, effects on health of the public system and fiscal effects, among others), it is estimated that the total impact of the Plan will be €2,283 M for 2019-2020 and €9,726 M for 2019-2025.

The minister has emphasized that this plan has a budget, “compared to the plan approved in September 2017 by the previous Government, which contemplated twenty measures, but had zero euros in funding. We provide certainty and more than 2.6 billion to support the sector, in that responsibility that characterizes us as a Government.”

The Plan is included in the Just Transition Strategy inscribed in the Agenda for Change, which guides the Government's action within the framework of the United Nations 2030 Agenda for Sustainable Development.

It is also aligned with the National Integrated Energy and Climate Plan 2021-2030, which identifies the challenges and opportunities in terms of decarbonization, efficiency and energy security, internal energy market. energy and research, innovation and competitiveness.

Axles

It develops around five axes:

  1. Establishment of a Sustainable Mobility Roundtable, that brings together the sector as a whole, taking into account the entire value chain. The Roundtable will coordinate medium and long-term measures that favor a new mobility model compatible with the Government's commitment to digital transformation and ecological transition.
  2. Review of taxation, to define a new green taxation, more oriented to use, that favors the reorientation towards mobility with lower polluting emissions and deepens greater harmonization with European taxation.< /li>
  3. Promotion of investments, especially aimed at investment in R&D&i and the production in Spain of more sustainable models.
  4. Support for greater penetration of zero and low emission vehicles, through measures to stimulate demand, new scrapping plans and implementation of vehicle charging infrastructure electrical to ensure adequate coverage.
  5. Reinforcement of Dual Vocational Training and the link between the company and the University:
    • Improving the dissemination of information related to the demands of the industrial sector in general and the automotive sector in particular.
    • Promoting public-private collaboration for the development of training programs in STEM disciplines that combine training and internships or work in companies, especially concentrating efforts on subdisciplines related to digitalization and the ecological transition.

Measures that accompany the sector

The Plan provides for the immediate implementation of measures that accompany the sector in its transition towards a new model of sustainable and connected mobility. These measures are:

Actions to promote sustainable and connected mobility, through the MOVES and MOVEA plans, vehicle scrapping plans and stimulation of demand for zero and low emission vehicles.

Support for the rejuvenation of the workforce and the greater participation of women:

  • Recovery of the partial retirement modality with simultaneous execution of the replacement contract.
  • Measures aimed at increasing the female presence in all jobs and professional profiles.

Support for innovation, through partially reimbursable aid lines designed to finance R&D&I business projects and technological modernization, with special attention to those projects that exploit the potential of the enablers digital, of singular relevance in the automotive sector, such as:

  • additive manufacturing.
  • the Internet of things.
  • Artificial intelligence and data analytics.
  • sensors and embedded systems.
  • cybersecurity.
  • the circular and low-carbon economy.

Dual FP reinforcement

Review of the procedure for accreditation of professional skills through professional experience, streamlining the design of qualifications.

Finally, the Plan provides for the creation of working groups made up of public and private agents. In addition to several Ministries, ANFAC, SERNAUTO, GANVAM, ANIACAM, FACONAUTO and the CCOO and UGT unions will participate.
