Background of the norm

At the 26th meeting of the General conference of Weights and measures (CGPM), which took place in 2018, made new definitions of the basic units of the international system (IF). The new definitions, which are based on the new principle of fixed numeric values of the constants definition, entered into force on 20 May 2019. It is hoped that these new definitions improve the long-term stability and reliability of the basic units of If, as well as the accuracy and clarity of measurements.

The new definitions taken by the CGPM reflect recent advances of science and standards of measurement. In order to adapt the definitions of the basic units of IF set out in Directive 80 / 181 / CEE to technical progress and thus contribute to the uniform application of IF, has been issued the directive (HAT) 2019 / 1258 of 23 July 2019 amending the annex to the directive 80 / 181 / CEE of council concerning the definitions of the basic units of the international system.

Problems to be solved with the new standard

The revision of IF arose in response to the growing demands científico-tecnológicas, requiring minors measurement uncertainties in all fields in order to guarantee with a greater degree of safety from the results of experiments confirming hypothesis physical theories to the fulfilment of the production tolerances estrechísimas demanded today in industry or in fields such as nanotechnologies.

Need and opportunity for approval

The Directive (HAT) 2019 / 1258 of 23 July 2019 amending, to adapt to technical progress, the annex to the directive 80 / 181 / CEE of council concerning the definitions of the basic units of the international system, establishes an obligation that member states take and issued by 13 May 2020 laws, regulations and administrative necessary to comply with the provisions in the directive.

Objectives of the norm

Incorporate into our legislation the directive (HAT) 2019 / 1258 of 23 July 2019 amending, to adapt to technical progress, the annex to the directive 80 / 181 / CEE of council concerning the definitions of the basic units of the international system.

Possible alternative solutions, regulatory and non-regulatory

There is No other solution or alternative, since it is mandatory for member states proceed to incorporate their legal systems the directive of reference.
