The Royal Decree 1055 / 2014, 12 December, establishing clearing of indirect costs of CO2 in Spain initially approved for the years 2014-2015 while included the possibility to extend the duration of the compensation mechanism of indirect costs of CO2 within the framework of Community directives. The complexity of the establishment of the aforementioned compensation mechanism, experience in managing the convening of 2015 under the command IET / 697 / 2015, 13 April, que se convocan, in 2015, subsidies under the Royal Decree 1055 / 2014, 12 December, the audience of stakeholders and European guidelines under the Framework of the HAT on climate and energy suggest an extension of one until 2020. For this purpose has been scheduled a budgetary allocation of 6 million euros in general state budgets for 2016 (20.16.422B.771).

The purpose of the amendment until 2020 is to extend the validity of compensation mechanism of indirect costs of CO2 created by the Royal Decree 1055 / 2014, 12 December, in line with the given framework for Community guidelines concerning specific state aid measures in the context of the regime of emissions trading of greenhouse gases set for the period 2013-2020 inclusive (communication from the commission (2012 / C 158 / 04).

In accordance with article 24.1.c) of the law 50 / 1997 of 27 November, government undergoes processing of public information.
