The Ministry of energy and tourism Industry has found an objective of industrial policy to establish a compensation mechanism of indirect costs of CO2, for companies of certain industrial sectors and subsectors as being exposed to a significant irrigationin order to avoid losses of market that would be produced by the application of emissions trading of the European Union, (the RCDE U.E) in relation to competitors in third countries that are not obliged include, among their costs, increases in the price of electricity for the costs of indirect emissions.

This system of aid is governed by the communication of the commission (2012 / C 158 / 04), DOUE 5.06.2012, and the additional provision 6th of the law 13 / 2010, amending the law 1 / 2005, which regulates, respectively, the RCDE and guidelines relating to government support measures.

Clearing has taken the form of subsidy to be awarded to beneficiaries at the procedure of concurrency, in accordance with article 22.1 of general law grants.
