Summary
Royal Decree 244/2019, of April 5, which regulates the administrative, technical and economic conditions for self-consumption of electricity, introduced a series of measures to promote self-consumption, modifying Article 9 of Law 24/2013, of December 26, of the Electricity Sector in the definition of self-consumption and its modalities (with or without surplus) and the economic and administrative regime applicable to them. As a consequence of this normative update, it is necessary to adapt the Low Voltage Electrotechnical Regulation to guarantee the safety of these installations.
Specifically, it is necessary to develop a Supplementary Technical Instruction (ITC) specifically for direct current system installations that are part of the indoor installation of a consumer or of an electricity generator connected to the distribution network or to the consumer's indoor installation.
Likewise, modifications are introduced in the Low Voltage Electrotechnical Regulation and in the following complementary technical instructions: ITC BT-01, ITC BT-03, ITC BT-04, ITC BT-05, ITC BT-06, ITC BT-07, ITC BT-11, ITC BT-12, ITC BT-13, ITC BT-14, ITC BT-15, ITC BT-16, ITC BT-17, ITC BT-23 e ITC BT-40.
Finally, the ITC RAT-09 of the Regulation on technical conditions and safety guarantees in high voltage electrical installations, approved by Royal Decree 337/2014, of May 9, is amended.
In accordance with the provisions of Article 26.6 of Law 50/1997, of November 27, 1997, of the Government, the text was submitted to a first public hearing between August 31 and September 30, 2022. Given the modifications that have been introduced in the text, as a consequence of the allegations received, these modifications are submitted to a second public information process. Therefore, in this second public hearing process, only allegations on the modifications made will be admitted.
For identification purposes, the amendments introduced as a result of the first hearing are highlighted in yellow in the text.
The draft royal decree consists of an expository part, three articles, an additional provision, six transitory provisions, a single derogatory provision and three final provisions.

The allegations must be submitted using the attached model document, or a similar one, clearly ordering and separating the different comments made, and identifying the section and text to which each one refers.
Only responses in which the sender is identified and the sender's name is stated on the response will be considered:
- Name and surname/company name or company name of the participant.
- Organization or association (if applicable).
- Contact (e-mail).
In general, the contributions received shall be considered susceptible to public disclosure. The parts of the information submitted which, in the opinion of the interested party, must be treated as confidential and therefore should not be freely disseminated, must be specifically indicated in the text of the contribution itself, and generic messages of confidentiality of the information shall not be considered for this purpose.
