Summary
More than six months from the DANA affecting several autonomous communities — with particular intensity in the valencian community — and with knowledge, both from maintenance and repair of lifts and the home rule authority, of the urgent need to concentrate resources available in the repair of elevators still out of service, it is considered necessary to adopt transitional measures to facilitate such prioritization.
The Royal Decree 355/2024, of 2 april, which approves the Supplementary Technical Instruction ITC ETA 1 , «Lifts», among other things, regulates the commissioning, modification, maintenance and inspection of the lifts, and introduces measures to improve the safety of existing lifts. In particular, its annexVIIsets out a series of minimum compulsory measures of the security council, along with the timetable for their smooth development.
Some of these measures should begin to be implemented from july 2025, which will mean that media enterprises will have to provide technical and human resources to its implementation. This could limit the ability of the sector to meet with due urgency the repair of elevators affected by the DANA in the valencian community.
It is noteworthy that the implementation of these security measures has been planned progressively in a seven-year horizon, which is why a postponement limited in time does not compromise the ultimate goal of improving the installed park, while allowing that the resources of the targeted sector in the short term to address an emergency situation.
The rules for filling critical minor defects referred to in paragraph 9 of article 11 ITC ETA 1, provides for a period of six months for correction, without involving the stay of elevator affected. These flaws, but must be corrected, do not compromise the safe operation of the team.
In this context, it was also considered warranted to expand, with a temporary nature and exclusively for the valencian community, the cure of these shortcomings, in order to release resources that could be assigned to the emergency repair of the equipment concerned by the DANA.
