Summary

The Order ICT/155/2020, of 7 february, which regulates the metrological control of the state of certain instruments, develop, for certain instruments, the provisions of Royal Decree 244/2016, from 3 june, which develops law 32/2014, of 22 december, in the field of metrology in relation to metrological control of the state, in its different phases, depending on the type of instrument: conformity assessment, and periodic verification verification after modification or repair.

The Order ICT/155/2020, of 7 february, was amended by order ITU/1475/2024, of 17 december.

The sole article of this proposal modifies the Order to extend the term for the replacement of water meters in service to the entry into force of the order ICT155/2020, of 7 february, in accordance with its first transitional provision.

Problems to be solved with the new standard

It aims to solve the impossibility of changing the water meters in service to the entry into force of the order ICT155/2020, of 7 february, post or were to overcome their useful life in the maximum period of five years.

Need and opportunity for approval

It becomes necessary for approval, as the general time limit established in the first transitional provision of the order ICT155/2020, of 7 february, five years for the replacement of the instruments to post-service life or to be overcome in time, has not adhered to, due to different grounds including COVID-19, the number of accountants to substitute, which reaches millions of devices, the lack of water meters and others. It is therefore considered necessary to extend the maximum period of two years to ensure that it is feasible the replacement of these counters.

Objectives of the norm

The modification of the order ICT/155/2020, of 7 february, aims to the extension of the replacement of water meters in service to the entry into force of the order and that had exceeded the useful life or to be overcome within five years, from the age of five to seven years.

Responding to the claim by associations of the water sector in need of this amendment in order to meet the deadlines of the replacement of water meters laid down in the legislation.

Possible alternative solutions, regulatory and non-regulatory

The non-modification and, therefore, non-compliance with the legislation in the maximum period of five years established for the replacement of water meters affected.

That is why the more suitable alternative for the fulfilment of objectives to be achieved by the drafting and adoption of this policy level.
