Summary

The Industrial Action Plan for the automotive sector in Europe, published by the European Commission in 2025, outlined the need to develop a regulatory simplification package for the automotive industry, in order to increase its competitiveness. Responding to the lines of action set by Europe, through the Compass for Competitiveness, the Pact for a Clean Industry and the Communication "A Simpler and Faster Europe") and the needs presented by this sector, a fundamental pillar of the Union's economy.

This proposal aims to reduce the administrative and adaptation costs of the industry to ensure the proper functioning of the single market in motor vehicles, maintaining a high level of safety and contributing to sustainable mobility. Its main objectives include:

  1. Reducing regulatory barriers to the start-up of commercial electric light vehicle fleets
  2. Reducing adaptation costs related to Euro 7 emission tests
  3. Improve consistency and avoid market fragmentation, such as acoustic level, vehicle interoperability with charging infrastructure and electricity grid
  4. Accelerating the adoption of small economic electric vehicles

In order to identify the aspects of the legislative proposal that have the greatest impact for Spain and encourage the participation of the citizens and national sectors affected, a public participation process is opened to obtain comments on the proposal for a regulation that is attached as an annex.
