In accordance with the provisions of article 26.2 of Law 50/1997, of November 27, of the Government, the public consultation is carried out prior to the elaboration of the Project order amending Annex I of Royal Decree 768/2025, of September 2, which establishes the regulations for the direct granting of a loan to the company HISDESAT SERVICIOS STRATEGIC, S.A., for the development of the program of Earth observation satellites with radar technology PAZ 2.

The Draft Order amending Annex I of Royal Decree 768/2025, of 2 September, establishing the regulations for the direct granting of a loan to the company HISDESAT SERVICIOS DEMOCRÁTICA, S.A., for the development of the program of Earth observation satellites with radar technology PAZ 2, aims to modify ANNEX I of said Royal Decree, which determines the timetables of provisions and annual repayments of the loan, for a total of 1,011,850,000 euros, without this representing a modification of the total amount of the loan.

This schedule implies temporary differences in the provisions of the first years with respect to the schedule of payments that is being executed in the program, and its modification proceeds as requested by HISDESAT.

The purpose proposed by the initiative can be addressed through the modification of Annex I of Royal Decree 768/2025, of 2 September, in accordance with the provisions of the second final provision of the aforementioned Royal Decree.

The rule will modify the distribution of the annual amounts of prefinancing according to the application submitted and the budgetary availabilities, without exceeding the total granted of 1,011,850,000 euros.
