The objectives to be achieved with this rule are, on the one hand, establish the characterization of consumers electrointensivos, setting the eligibility linked to patterns and volume of power and energy demand in each point of supply, as well as their potential contribution to improved technical and economic management of the electrical system, and, on the other hand, develop mechanisms to which can host, designed to mitigate the effects of energy costs on competitiveness, in accordance with Community legislation, as well as the obligations and commitments that should take to opt to each of them in the field of energy efficiency, replacement of energy sources broadcasters and pollutants, investment in R & D + i and employment, among others, as established in Article 4 of the royal Decreto-ley 20 / 2018, 7 December, urgent measures to boosting economic competitiveness in the sector of industry and commerce in spain.

This would give this type of company regulation to collect their particularities of electricity while safeguarding the competitiveness of this industry under EU rules.
