Law 14/2013, of 27 september, of support for entrepreneurship and internationalisation, provided, at its second additional provision, that the ministry of industry, commerce and tourism could bargain of establishment of focal points the entrepreneur with other public and private entities. In the conventions are established different catalogues of services to be made, distinguishing between those free of charge and those who could be offered through money.

Act no. 18/2002 of 28 september, of creation and expansion of enterprises, in its article 5 changing law 14/2013, of 27 september, to the points of attention to the entrepreneur, as well as the establishment by decree on the basis of an administrative procedure to facilitate and expedite the procedures required for the acquisition and loss of focus the entrepreneur. The above-mentioned precepts attributed the regulation of such a procedure to the individual holder of the ministry of industry, commerce and tourism.

This rule is intended to simplify the current system in order to acquire the status of a focal point of the entrepreneur (PAE) and partner first requiring the signing of an agreement between the ministry and each partner, the signing of an annex to the accession of each entity that i wanted to acquire the status ofPAEand, subsequently, the renewal of the conventions every four years.
