The objective of this proposal for a regulation is to ensure the proper functioning of the internal market and the competitiveness of EU businesses by establishing rules that give businesses adequate conditions to receive fair and timely payment for their goods or services.

The proposed measures include a general payment period limit of 30 days for all commercial transactions, the automatic payment of interest and a fixed compensation fee, the obligation for Member States to designate an enforcement authority to take the necessary measures to ensure compliance with payment deadlines, or the voluntary use of effective and independent alternative dispute resolution mechanisms between debtors and creditors.

In general, the contributions received will be considered for public dissemination. The parts of the information submitted which, in the opinion of the interested party, must be treated as confidential and therefore should not be freely disseminated, must be specifically indicated in the text of the contribution itself, generic messages of confidentiality of the information not being considered for these purposes.
