Resumen

The ministry of industry and tourism has attributed competition on the preparation, monitoring and development of programmes and actions in the area of quality and industrial safety and the development of technical infrastructure associated with these, as well as the preparation and follow-up of regulatory provisions in the area of the quality and industrial safety and on approval of vehicles, systems, components and separate technical units for them.

Title III of act 21/1992, of 16 july, on industry, provides various objectives for the promotion of quality and industrial safety between the administrative control of compliance with the provisions in the field of industrial safety and the strengthening and development of a quality infrastructure and industrial safety, with the requirements of the rules of procedure of the infrastructure for the quality and safety considerations, approved by royal decree 2200/1995 of 28 december.

Standardization and accreditation form part of a global system to ensure the quality and safety of products onto the market, improve the information provided to consumers in relation to goods and services to ensure a system of evaluating the conformity transparent.

Standardisation is a fundamental pillar of the regulations concerning industrial safety, improves quality, provides information and increases the security and the value for consumers.

Accreditation is also an essential tool for ensuring effective monitoring of agencies responsible for assessing compliance with requirements set out in regulations both european and national.

The plans of market surveillance and research and analysis in the field of industrial safety also constitute a fundamental element of the system of control of industrial safety to promote fair competition between producers and reducing the risks associated with market presence of non-conforming goods.

The law 31/2002 of 23 december, of general state budget for the year 2023, extended to 2024, within the programme provides 421O quality and safety, Industrial capital transfers to families and non-profit organisations in the amount of €2.625.000.

The present draft royal decree is to regulate the granting of subsidies in three is given the circumstances envisaged by article 22.2.c) of act 38/2003 of 17 november, to justify that the best solution is the direct by its public interest, social and economic spheres, in favour of the following entities: The spanish association for Standardization, the National Accreditation and the foundation for Promoting Industrial innovation.

In the spanish association for standardization and the national accreditation Entity, in order to contribute to development, in the exercise 2024, for the empowerment and improvement of the technical infrastructure for the quality and industrial safety envisaged in chapter II of the rules of procedure of the infrastructure for the quality and safety considerations approved by royal decree 2200/1995 of 28 december.

And on the foundation for promoting Industrial innovation, in order to contribute to development in the exercise of 2024 for market surveillance in security aspects of industrial products, and the empowerment of the industrial safety.
