Background of the norm

The current regulation for low-voltage electrotechnical, approved by royal decree 842/2002 of 2 august, hereinafter REBT, has done much to enhance and promote the safety of low voltage electrical included in its scope of application. It introduced new types of facilities: since the corresponding to farms and horticultural until automation, technical management of energy and security for dwellings in buildings, in accordance with the most advanced techniques of the moment, a new concept of facilities in swimming pools, where tensions were introduced, providing inherent security, among many other improvements in security, such as increased the minimum number of tours in homes.

The standardization of the sector has resulted in technical instruments, with a high degree of consensus, when the rules of procedure has been supported using as reference standards adopted by accredited agencies both nationally and internationally to perform this activity.

Problems to be solved with the new standard

The experience in the implementation of this regulation and developments in technology makes it necessary to review these terms of the security council, and to include other facilities that arise with the passage of time. The Royal Decree 1053/2014, of 12 december, approving a new Complementary Technical Instruction (ITC) BT 52 "special purpose Facilities. Infrastructure ev charging" of the rules of procedure for low-voltage electrotechnical is a good example of this. However, this procedure presupposes that a rule only change to the year of issue with the passage of time, not changing enumeration never, or national standards cannot be replaced by international standards for agreeing on its scope of application. Need and opportunity for approval

The above considerations, militate in favour of addressing the revision of that regulation in force in 2002, to update and expand the regulatory framework governing the conditions of safety of installations low voltage electrical, through the adoption of a new regulation which repeals and replaces the previous one.

The need to adapt the REBT to royal decree 244/2019 is produced is evident because of the speed with which are increasingly widespread.

Esto debe hacerse, por un lado, desde el punto de vista de la generación de energía eléctrica, modificando las instrucciones del REBT directamente relacionadas con los generadores de autoconsumo, sus requisitos, tipologías posibles y pruebas esenciales para garantizar la seguridad de todas las posibles opciones que se puedan prever en un futuro inmediato, a partir de la nueva legislación sobre el uso e instalación de generación renovable y, en particular, las derivadas de los nuevos decretos nacionales de autoconsumo y europeos de códigos de red, los cuales regulan los requisitos técnicos que deberán cumplir las instalaciones de generación y las de demanda para su conexión a la red.

Por otro lado, desde el punto de vista de instalaciones, se deberán modificar o añadir al reglamento las instrucciones necesarias relativas a las condiciones de instalación directamente relacionadas con las nuevas regulaciones de uso e instalación de generadores con autoconsumo y sus requisitos esenciales.

Complementarán, por tanto, a las instrucciones técnicas que tienen que ver con la generación para garantizar la seguridad de todas las opciones cubiertas por ellas, y deberán incluir otros aspectos relacionados de la instalación, como los posibles esquemas de conexión con la red, el uso de instalaciones de corriente continua, o las instalaciones para el almacenamiento de energía, que igualmente se prevén como complemento a la generación renovable.

La actualización de las instrucciones técnicas complementarias, así como la inclusión de alguna nueva, permitirá adaptar la reglamentación española en este ámbito a la evolución de la técnica contribuyendo a una mejora en la seguridad de las instalaciones eléctricas de baja tensión.

Objectives of the norm

The objective of the rule is improving the facilities of low voltage electrical taking into account the evolution of the technique and experience that has been building up the implementation of the current regulation.

Possible alternative solutions, regulatory and non-regulatory

Score four alternatives:

  1. Development of a new regulation which repeals and replaces the previous one.
  2. Partial modification of the current regulation of 2002.
  3. Not to amend the rules of procedure of 2002, and create supporting documents (guides) with the clarifications and guidance necessary, supported by the existing rules.
  4. Do nothing.

These alternatives, it considers that the most suitable is 1).
