Resumen

The european commission has been pointed out in various communications, the importance of investing in an industry intelligent, innovative and sustainable development, and the role of industry as an engine of productivity and innovation and as one of the cornerstones of economic prosperity in europe, stressing the desirability to maintain and strengthen the industrial leadership of Europe in the era of globalization, marked by the challenges of sustainability and the speed with which there are technological changes.

In the context of the health crisis resulting from COVID-19, through the mechanism for the recovery and resilience (MRR), there have been 2: progress in the european Union giving rise to further the need for this:

  1. Of the one hand, have released funds throughMRRto supportEE.MMin its recovery. In this context,EE.MMshould develop a Plan focused on the priorities of theEU.
  2. Moreover, the commission updated the new industrial strategy in may 2021 to strengthen the resilience of the single market and provide the leadership of theEUin the transition on two levels, recognizing the importance of industrial diverse ecosystems.

Moreover, chapter III, title II of the royal Decreto-ley/2020, 36 of 30 december, certain measures urgently to the modernization of public administration and for the implementation of the recovery Plan, contains a new concept of public-private partnerships, strategic projects for the recovery and Economic Transformation (HUGE).

The recovery Plan, transformation and Resilience (PRTR) in 2021. adopted by the european commission is structured around ten policies urgent lever for its high capacity on the activity and employment for the modernisation of our economy and society. One of those policies is precisely the modernization and digitization of the industrial fabric and smes. The objective, aligned with the european strategy, is to promote the modernization and ecosystem productivity spanish industria-servicios, through the digitization of the value chain, the momentum of productivity, competitiveness and improving the efficiency of the strategic sectors in the ecological transition and transformation.

Lever policies are integrated into the PRTR through various components that incorporated reforms and investments. Specifically, the line of aid reflected in this order of bases, is therefore part within the framework of the investment component 2, 12 (C12.I2) “ programme of Promotion of Industrial Competitiveness and sustainability. ” Through investment C12.I2, within the process of digitizing the economy and society, sets out the project support digitization tractors in strategic sectors such as agro-processing.

Within this line provides for the establishment of differentHUGE(Strategic project for the recovery and Economic Transformation) after its adoption by the council of ministers, includingHUGEFood, adopted by agreement of the council of ministers on 8 february 2002.

On 2 october 2023 the european commission issued its report to the second phase of the recovery Plan and on 17 october 2023 the ECO-FIN adopted it. The Codicil will mobilize the totality of resources allocated to Spain of fundsNext GenerationEU.

The aid provided for in this order of Foundations shall be financed with european fundsPRTR.

On the basis of the aid are regulated in this order, although they are under the framework of the axis 1HUGEFood, the aim is to provide support for individual projects for the transformation of the value chain in the food industry in Spain, through an approach that facilitate access to theSMES.

Among the features of this line of aid are attendance, the grant as the only way to help, as well as the joint publication of the order of bases and the convening of aid. In Addition, the individual projects, aid can be taken by individual companies, without the need to establish a group. This requirement is one of the main axes of the simplification of the procedure, which facilitates the request by theSMES.

Finally, to quote the transformation which is intended through the Axis 1HUGEIn the agro-food industry is in line with the objectives undertaken by Spain with the european commission within the framework of thePRTR, which are found in different articles of the draft order of Foundations.
