Summary
In accordance with the provisions of article 26.2 of Law 50/1997, of November 27, of the Government, the public consultation is carried out prior to the elaboration of the draft royal decree regulating the direct granting of subsidies in the field of industry by the Ministry of Industry and Tourism, during the budgetary year 2026
Problems to be solved with the new standard
Because of its contribution to the emission of greenhouse gases (GHG), road transport plays a fundamental role in the global context of decarbonisation of the economy, a contribution that only in the case of the European Union represents about 25%.
The decarbonisation of road transport requires an effective combination of policies and measures aimed at optimising logistics and promoting intermodality, reducing energy consumption and improving energy efficiency, as well as promoting its progressive electrification by replacing fossil fuel technologies with electrical options.
In this context, the National Integrated Energy and Climate Plan (PNIEC) 2021-2030 positions in our country electric mobility as a central element for the improvement of the energy efficiency of transport and for the fight against climate change, being the program of Incentives to Efficient and Sustainable Mobility “MOVES” the main financial instrument launched so far within it to encourage the demand for electric and electrified vehicles by citizens and companies.
On the supply side, these efforts have also been accompanied in recent years by the mobilization of important investments aimed at promoting the development and manufacture of electric vehicles through the so-called “Strategic Project for Economic Recovery and Transformation for Electric Vehicles” (PERTE VEC) within the framework of the Next Generation funds.
As a result of these policies to encourage low-emission mobility in our country in the last five years, there is no doubt that there has been a sustained increase in registrations of electric and hybrid plug-in vehicles, an increase that, however, does not progress at the desired pace and that makes the gap between this type of vehicle and combustion vehicles continue to be significant.
In this context, and with the aim of accelerating the progress towards electric mobility in Spain, the Ministry of Industry and Tourism will launch in 2026 the new “Auto+ Program”, an initiative to support the acquisition of electric and electrified vehicles developed within the framework of the so-called “Auto Spain 2030 Plan”. This new Auto+ program, which will follow the different editions of the MOVES Program developed in recent years, in terms of encouraging the acquisition of electric and electrified vehicles, does not include the installation of charging points that will have an independent support program: “MOVES Reload Corridors”, regulated by Order TED/1477/2025, of December 17.
This new Auto+ program responds to a comprehensive approach to the industrial mobility policy, which not only aims to encourage the demand for electrified vehicles, but also to favor the modernization of the productive fabric linked to its manufacture, assembly and components, as well as the technological development associated with batteries. With this, it is intended to reinforce the role of Spain as one of the main European industrial poles in the field of sustainable automotive.
Need and opportunity for approval
The current geopolitical landscape is marked by an accelerated energy transition towards decarbonisation, by the need to guarantee strategic autonomy in industrial supply chains, as well as by the need to consolidate the EU's national markets with a "Made in Europe" approach that ensures its competitiveness against powers such as China and the US. US
In this context, a change in the model of the assistance programs for the acquisition of electrified and electric vehicles that ensures agile, effective and results-oriented implementation mechanisms is essential.
For these reasons, it is urgently necessary to establish by 2026 an initiative of incentives to purchase electric and electrified vehicles such as the “Auto+ Program”, which on the basis of previous efforts accelerates the deployment of electric mobility in Spain.
Objectives of the norm
The purpose of the regulation will be to regulate the procedure for the direct granting of aid, in the form of subsidies, for the acquisition of electric and electrified vehicles within the framework of the “Auto+ Program”, placing in the focus of its implementation the following objectives:
- Facilitate and simplify the access of potential beneficiaries to aid.
- Reduce the time periods for the collection of aid.
- Streamline and provide full transparency in grant management procedures.
- Improve the legal certainty and regulatory effectiveness of calls for proposals.
- Increase the turnout of stakeholders.
Possible alternative solutions, regulatory and non-regulatory
The alternative solution would be to maintain or modify the text of the rule in force until December 31, 2025, but it is considered that the advantages of the drafting of the new text that is intended to be undertaken will have an impact sufficiently important to justify the processing and approval of a new regulatory rule.
